Telemedicine is becoming more accessible for residents Print

Telemedicine allows doctors to more intensive exchange of experiences and get new knowledge, for experience and level of training of doctors - are key indicators of quality of care. This was discussed during the signing of the Memorandum of Understanding on further development of national telemedicine network, which provides for consolidation of existing initiatives by the Ministry of Health of Ukraine, National Academy of Medical Sciences of Ukraine, "MTS Ukraine," Rinat Akhmetov, "Development of Ukraine" and the energy company DTEK.


Participation of the National Academy of Medical Sciences of Ukraine in the project will involve the development of intellectual potential of telemedicine technology. "In the near future, all academic institutions, providing highly specialized medical care will go into a single system telemedicine network. As a result, the benefit of highly skilled doctors will become more accessible as residents of large cities, and inhabitants of remote rural areas", - said President of the National Academy of Medical SciencesUkraine Andriy Serdyuk.


In countries where integration of modern innovative technologies in medicine is conducted with the active, including financial, support the state today are effective telemedicine system. Therefore, to fully utilize all the capabilities of telemedicine is necessary to adopt an appropriate law. For without creating a complete regulatory framework and funding from the government create a national telemedicine network may be delayed for years.

Together with the Ministry of Health of Ukraine for 2009, MTS Ukraine "working on a telemedicine network, building a wired network by means of which will be provided to data services. In fact we are talking about switching and providing" last mile "that connects subscribers to fiber-optic transit MTS, the extent of which today is more than 28 000 km. At the same time hospitals are provided with necessary equipment for organizing videoconferencing, special software for the transmission of medical data, computers. 

Special attention is given to secure network channels, so that one of the main advantages, established VPN-network is strict adherence to confidentiality of medical information that is transmitted. Because patient data is protected from unauthorized editing, printing and deleting.

The introduction of telemedicine can save up to 40% of costs Print

In Ukraine, only the first steps to establish a telemedicine network. It will promote the availability of highly specialized medical services for patients living in regional capitals or come for a consultation from distant parts of Ukraine. Establishment of a national telemedicine consultation and diagnostic system will be a significant impetus to the creation of uniform information space of health.

Telemedicine industry - is a medical practice with interactive audio-video communication systems without the usual physical interaction doctor-patient relationship. Telemedicine does not replace a doctor and not an alternative. In fact, telemedicine improves the efficiency expert and extends its capabilities to be in the heart of medical practice. The introduction of telemedicine can save up to 40% of healthcare costs.

Three years ago, Ukraine had established the State Clinical Research Center for Telemedicine Ministry of Health. Assigned to it by the scientific and methodological support and guidance to the implementation and development of telemedicine. Chief medical officer of the Center for Telemedicine Vitaly Ostashko gave interview to UNIAN.

Vitali, tell us more about telemedicine. At what level she is now in Ukraine?

The essence of telemedicine - a remote consultation, remote access to high quality medical care with modern means of telecommunications, in particular the Internet.

This is one of health care services for people and for organizations, it includes not only simple advice, but also conferences and consultation, and this translation workshops, surgeries, and any activities aimed at teaching, research. Telecommunications can also be used administratively to solve management problems - in case of emergency, to communicate with managers.

As of today (one year of work) in Ukraine created a national telemedicine network core - this is the Ministry of Health, National Center for Telemedicine in Kiev (the only state specialized institution), Donetsk and Transcarpathian (Uzhgorod), regional hospitals, Republican Hospital of Crimea (Simferopol ), is also already connected to the leading specialized institutions. Already built a kind of coordinate system is set system of relationships. Now, here joined by the other institutions, this experience is extrapolated to other regions.

As you work? After all, our country does not even have the regulatory framework regarding telemedicine.

Unfortunately ... Last year saw the release of the first order of Ministry of Health for the development of telemedicine, which puts the main priorities, rules of the game. Certainly, the results exploit the established system, we will adjust those rules to change.

I think at a higher level, it is necessary to introduce such a thing as a telemedicine service. They are interested and private clinics, insurance companies, which will soon become active participants in the market of medical services.

About Telemedicine in Ukraine said long ago, why is not more words progressed?

For ten years there have been attempts to introduce telemedicine. But it did not go because all of us broke the harsh reality. You can create any number of interesting theories, but without the infrastructure base on which it must be realized, our predecessors could not.

We started with the fact that forms the basis of telemedicine infrastructure - a network of tele-centers / offices, connected by a modern high-speed communication channels. It is possible to overlay different communicative functions, in particular, and statistics. For example, the Ministry of Health, using the telemedicine network, may receive health statistics from all over Ukraine in real time, almost every day and have complete statistics. And what are the statistics - is forecast for the future and plan for tomorrow.

Connection Simferopol to a national telemedicine network Print

Wednesday, October 27, 2010, held a press conference dedicated to connecting the Republican Semashko Clinical Hospital (Simferopol) to a national telemedicine network.

"One striking example of integration of the latest telecom technologies in the field of medicine is a telemedicine network, built by MTS, with the support of the Ministry of Health and the U. N. O. Office in Ukraine in the framework of the project" Mobile Health "- began the conference, Minister of Health of the Crimea Sergey Donich.

 

Further, took the floor the head physician of the State Clinical Research Center of Telemedicine and curator of the project "Mobile Medicine Vitaly Ostashko. He spoke about the basic features and advantages of the telemedicine network. In addition to providing comprehensive information about the project, Mr. Ostashko using stored in a center-based, patient data from all over Ukraine demonstrated an example of the transfer of medical data specialist-consultants.

Cardiosurgery and telemedicine Print

On the basis of the State Clinical Research Center of Telemedicine of Ministry of Health of Ukraine October 18, 2010 in the National Amosov Institute of Cardiovascular Surgery (Kiev) took place the first telemedicine consultation of a patient, which are being treated in the cardio surgery and roentgen-vascular department of DOKTMO (Donetsk).

 

Specialists of NAICS remotely familiar with a materials to a patient (coronary angiography, ultrasound, epicrisis) and discussion about patient’s diagnosis. As a result of consultation the patient was recommended to aorto-coronary bypass in NAICS.

Presentation of the telemedical project Print

On Tuesday, July 27, took place the presentation of first telemedicine network in Ukraine, which started in operation mobile operator “MTS-Ukraine” within of the project “Mobile Health”.

This initiative is being implemented under the auspices of the Ministry of Health with the support of the U. N. O. Office in Ukraine. First deputy of Minister of Health Mr. Lazoryshynets said at a conference online, that this network should be in the future to combine the leading scientific institutions of Ministry of Health, provincial and central district hospitals, but need the support of sponsors. “In any country the Government can not fully meet the budget for health care” - said the deputy of Minister. Therefore, we will need to help local budgets and private businesses.

State Clinical Research Telemedicine Center, subordinated to the Ministry of Health of Ukraine with the support of Kyiv City Clinical Hospital 'Medical city" held a teleconference on "Transplantation in Ukraine: Myths and Reality" on the 2 of April 2010.

 

Videoconference between hospitals in Kyiv, Donetsk and Odessa was provided by State Clinical Research Telemedicine Center as part of a project related to telemedicine network creation with the support of Ministry of Ukraine, the UN in Ukraine and MTS.
