On Tuesday, July 27, took place the presentation of first telemedicine network in Ukraine, which started in operation mobile operator “MTS-Ukraine” within of the project “Mobile Health”.

This initiative is being implemented under the auspices of the Ministry of Health with the support of the U. N. O. Office in Ukraine. First deputy of Minister of Health Mr. Lazoryshynets said at a conference online, that this network should be in the future to combine the leading scientific institutions of Ministry of Health, provincial and central district hospitals, but need the support of sponsors. “In any country the Government can not fully meet the budget for health care” - said the deputy of Minister. Therefore, we will need to help local budgets and private businesses.

Today, through the telemedicine network the Ministry of Health of Ukraine, Clinical Research Centre of Telemedicine in Kiev, Donetsk Regional Clinical Territorial Medical Association and the Regional Hospital in Uzhgorod can contact with each other. By the way, on March 16 young patients last consulted in real time leading surgeons of the National Amosov Institute of Cardiovascular Surgery. Only this example allows us to speak about the first telemedicine network as an innovative project because no secret that the best professionals working in regional centers and capital, and timely connection with them is very important. - Telemedicine, for practical purposes, we use about 10 years - told m. d., chairman of the Association of Development of Ukrainian Telemedicine and eHealth, Head of Department of Informatics and Telemedicine of Donetsk Research Institute of Traumatology and Orthopedics Anton Vladzimirsky - spent about eight thousand teleconsultation. Our research has shown that consultations between the regional and district hospitals reduce risk of complications in patients two or three times and five to six times raises the chances of getting a positive clinical result. At a press conference was noted that the telemedicine can save up to 40% of funds in the health care system, and primarily intended for consultation between the medical professionals. As Anton Vladzimirsky said, it allows you to find a specialist with unique experience in a particular clinical situation. Besides, such connection allows to organize training programs and medical conferences. General Director of "MTS-Ukraine" Andrey Dubovskoy told that the project, which invested one million hryvna, was completed in record-short time - three months.

At the heart of "Mobile Medicine is service of free detached Internet access, which MTS provides on the fixed fiber optic network. However, MTS has provided medical institution with necessary equipment for video conferencing and special software to transfer medical data.

In August, Institute Amosova will be a participant o the project, and before the end of 2010 Ministry of Health of Ukraine plans to link the television network else three regional medical center. There was also doubt about the fact that private business wants to give money after the new internal revenue code, a project that involves raiting of charity ... 25% tax. First Deputy Minister of Health Mr. Lazoryshynets said that on this occasion the Ministry of Health appealed to the Cabinet of Ministers of Ukraine and is hopefully that the matter would be resolved in favor of sponsorship.
