New Telemedicine Project

New telemedicine project will improve the quality of medical services in remote areas of Ukraine. 

The Ministry of Health of Ukraine held a trilateral Memorandum of Understanding between the UN Office in Ukraine, the Ministry of Health of Ukraine and the MTS on October 1, 2009. 

This remarkable event will raise a new level of medicine in the country, because it will increase the availability of highly-qualifed care for patients living in regional centers or on the advice coming from remote corners of Ukraine. 

Creating of telemedicine network, where the participants are the regional hospitals, will actually make the first real step towards creating a network of medical institutions that use telecommunications technology to provide timely and quality medical care for residents of Ukraine. 

As the Deputy Minister of Health of Ukraine Vasyl Lazoryshynets told, the economic feasibility of implementing telemedicine systems due to the rational use of human and material resources, including: reducing the costs of paper media; cost minimization of the consultation organization and assistance in the specialized medical institutions for people in remote regions and rural areas, optimizing the number of personnel of medical institutions, reducing costs of preparation and training of medical specialists. 

"Creating a national telemedicine consultation and diagnostic system will make practical steps towards the introduction and development of telemedicine, based on integration with similar systems outside Ukraineand become a significant incentive to create a single medical information space "- said Vasily Lazoryshynets, adding that the first step has already been done. State Clinical Research Center Telemedicine of Ministry of Health of Ukraine. It is responsible for scientific and technical advice in the area of the implementation of telemedicine. 

The introduction and development of telemedicine in Ukraine, schools and health authorities will be able to conduct video conferencing between ourselves and the Ministry of Health.

The new project was made owing to collaboration between business, government and the UN system in Ukraine. 

The United Nations and its agencies support the development of telemedicine in various countries, including UNDP supports Telemedical pilot projects in remote regions of Central Asia and the World Health Organization has a special program "e-health" (eHealth),covering several European countries and aimed to improve health systems through information and communication technologies, - said Igor Pokanevich,Head Office of the World Health Organization (WHO) in Ukraine.- Ukrainian project is unique in the composition of partners. The presence of MTS among its partners is evidence that the Ukrainian private sector in new and innovative way to be involved in solving social problems of society in which it operates. 

"United Nations in Ukraine especially feels pleasant being a connector of the project, by defining a social need (available high-quality music for everyone) and, considering telemedicine possible through its fun, mobilized their knowledge and experience working with government agencies,and private companies to implement their joint project "Mobile Medicine,- Added Mr. Pokanevich.

 The project is based on the use of advanced telecommunication technologies and experience operator MTS. 

"Telecommunications market - a backbone of national economy of Ukraine, as the possibility of rapid transmission of information is defining factor in the development of any industry, whether banking sector, metallurgy, agribusiness, or any other. 

However, in our opinion are telecommunications technology has enormous untapped potential opportunities. He is inexhaustible, and can and should benefit in all possible spheres of society. Particular - in medicine - said Andrew Dubovskov, CEO MTS-Ukraine.The project, on top of which we affirm today, used sophisticated telecommunications technologies and services, which today are the most technologically advanced MTS customers, large national and international companies operating in Ukraine.I'm very happy that we make these technologies available in medicine. 

 Mr. Dubovskov stressed that the said project is a non-profit, and then other companies can join the development of the national health system.
